I never had any problems with taking pictures with my cell phone there. In fact, one of the acts took my phone and took pictures of them and me! I was beyond thrilled. Certain acts may have different rules, however.
There is a free parking deck about 2-3 blocks away. Street parking is usually pretty packed if it's a weekend or if there are several other events downtown.
