Instagram notes that location sharing is off by default on Instagram Map, and a user's location only updates when they open the app, meaning it doesn't provide real-time location updates.

Meta announced a major update for Instagram that rolls in "Instagram Map" for users in their DMs. Users can choose to share their location with others, letting friends and family see where you are when you open the app and upload location-tagged content.
