Milwaukee County was under a state of emergency Sunday as several roads were blocked off and neighbors impacted by flooding tried to salvage what's left after what's being called a historic rainfall.

As heavy rains fell across Milwaukee, high water stranded drivers across the city. In Bay View, on Bay Street, drivers got stuck in the high water. Some told 12 News they had to swim to higher ground.
